Recovery means low level cardio such as walking dogs or general movement, not a hard workout.

During HIIT, while resting do not do anything at all. For example, when I do sprints I will literally lay down on the ground for my rest between sets. You don’t have to do that but don’t exercise, just breathe and sit or stand.
