Can you explain what you mean by spending more time in recovery? Does recovery mean you do not exercise at all or does it mean you do only cardio? Also, when you talk about rests during HIIT, do you simply lower the intensity or do you not do anything at all? I am working on my own weight loss and hearing/reading a lot of new terms. Recovery means low level cardio such as walking dogs or general movement, not a hard workout.
During HIIT, while resting do not do anything at all. For example, when I do sprints I will literally lay down on the ground for my rest between sets. You don’t have to do that but don’t exercise, just breathe and sit or stand.
